As a concerned group of citizens working in the field of health, we would urge that your department should take up following awareness programs to address the menace of increase in sale of smuggled cigarettes and we would like to assist you in any way we can.

  • Create awareness amongst people and traders that it is a crime to purchase or sell smuggled products like cigarettes (most of them totally unaware of contraband cigarettes ).
  • Make the traders aware that as per Section 20 of COTPA selling smuggled cigarettes which do not bear the specified warning attract imprisonment from 1-2 years besides fine ranging from Rs 1000 to Rs 3000.
  • Ensure that all officers in the rank of Inspectors and above of Health departments including in States who are empowered to action against traders selling smuggled/illegal cigarettes under COTPA and its Rules carry out their duties in this regard sincerely.
  • Take up with other Ministries like Home, Consumer Affairs, etc. so that enforcement agencies like the Police etc. under the State Govts take similar action against agents dealing in smuggled cigarettes without warnings.
